URGENT ACTION: NOW THROUGH APRIL 29

Help Pass New York's
Communication Bill of Rights

A7363C, the Communication Bill of Rights for people with disabilities, is scheduled for action on April 29 during Legislative Disability Advocacy Day in Albany. We need families, nonspeakers, spellers, typers, and allies to call, thank supporters, ask for more co-sponsors, and show up in person if possible.

Why This Matters

A7363C protects the communication rights of people with disabilities, including nonspeaking individuals who rely on AAC, letterboards, spelling-based communication, typing, and trained communication support.

 

This bill passed the New York Assembly unanimously in 2025. Now advocates are asking Assembly leadership and members to help ensure it passes again on April 29 during Legislative Disability Advocacy Day.

 

This is a moment to show lawmakers that communication access matters, that nonspeaking people deserve to be heard, and that families and allies are paying attention.

Step 1: Call Speaker Heastie

Please call Speaker Carl Heastie and ask him to ensure A7363C is voted on again on April 29 during the Assembly’s Legislative Disability Advocacy Day.

 

Keep the message positive and appreciative. Thank him for supporting communication rights and let his office know that nonspeakers, families, and advocates are coming to Albany to celebrate this historic bill.

A positive call and email matters. These offices need to hear that families, nonspeakers, spellers, typers, and allies are grateful for support and want to see even stronger public commitment.

Start with Speaker Heastie and THANK HIM for bringing A7363C to a vote again. Then call the legislator whose last name begins with the same letter as YOUR last name, then move down the list alphabetically. This will help spread the calls out.

Step 3: Come to Albany, NY April 29

If you are within driving distance of Albany, please come in person on April 29 for Legislative Disability Advocacy Day.

 

We need a strong showing of nonspeakers, spellers, typers, families, communication partners, and supporters. Bring signs. Bring your story. Bring the message that every voice matters.

 

This is a chance to show lawmakers what communication rights look like in real life.

 

We need at least 100 typers and Spellers in Albany Wednesday.

Planning to Come to Albany? Read the Day-of-Action Guide

We’ve created a practical guide for families, spellers, typers, and supporters coming to Albany on April 29.

 

The guide includes parking options, arrival details, what to bring, sensory space information, food notes, sign ideas, and what to expect when you arrive.

 

Please plan to arrive by 10:00 AM at the Legislative Office Building, 198 State Street, Albany, NY. The guide notes that being there at the beginning helps show strength and support for passage of the bill.  

Quick reminders:

  • Bring your speller or typer’s preferred letterboard or keyboard, even if they are not fully fluent or open yet.  

  • Bring handmade signs with messages like “Communication is a Human Right,” “Do Not Silence Nonspeakers,” or “Hear Our Voices.”  

  • A sensory space will be available with body engagers and fidgets.
